As Director General of the Andean Community (1997-2000) he successfully prosecuted Andean member countries for non compliance with different provisions of the Andean Trade System and led the approval of Andean regulations on Intellectual property and services.
As a trade official (1993-1997) he also led successfully, the efforts against a USTR Section 301 investigation seeking to dismantle an international trade commodity agreement.
